Washington introduces new language into discussions over peace agreement, but State Department denies ‘framework’ is code for partial accord

Amid simmering tensions over Iran policy, the Obama and Netanyahu governments appear to have quietly forged common ground in recent weeks on Israeli-Palestinian talks, with the United States accepting that a possible “framework” agreement might not address every outstanding issue in the negotiations.

Such an agreement, the United States and Israel seem to agree, would maintain a role for Israel in providing for its security, presumably by maintaining some form of military presence in the West Bank.

Official PA daily reports Kerry-Abbas meeting last week turned ‘worse than bad’ after proposal was pitched

An American proposal that Israel station IDF soldiers in the Jordan Valley for the first 10 years after the signing of a peace deal with the Palestinians has garnered angry reactions from Palestinian leaders.

A senior Palestinian official was quoted in the report to the effect that after Kerry made the suggestion, the meeting between him and Abbas turned to “worse than bad.”

According to the official, Palestinian leaders saw Kerry reneging on security proposals presented earlier in the current round of US-brokered peace talks by Jim Jones, the former Obama administration national security adviser who serves as the State Department special envoy for Middle East security.

Jones had reportedly suggested that a NATO force, led by the US, be stationed in the Jordan Valley.

In meeting with Yesha Council heads, IDF Central Command chief Maj. Gen. Nitzan Alon is recorded as saying that plan for changes on the ground in the Jordan Valley is "an unhatched egg" • "The Jordan Valley is a strategic buffer for Israel," he says.

Against the backdrop of a U.S. security plan which includes the gradual withdrawal of Israeli forces from the Jordan Valley, GOC Central Command Maj. Gen. Nitzan Alon met Sunday with the heads of the Yesha Council, which represents communities in Judea and Samaria, and attempted to allay their concerns about the reports suggesting a permanent peace deal with the Palestinian Authority would include changes on the ground in the Jordan Valley.

Alon referred to the rumored plan as "an unhatched egg," and told the group the Israel Defense Forces intends to maintain its presence in the Jordan Valley. He also said the Israeli military has been able to convince the American envoys, including recently retired Marine Corps Gen. John Allen, of its position.

 

 

Pro-Israel groups change tactics on Iran deal

In a conference call last week, Howard Kohr, the American Israel Public Affairs Committee’s executive director, advised pro-Israel activists and leaders not to confront the Obama administration directly over the “difference of strategy” between the United States and Israel on Iran. Instead, Kohr said to focus on passing new sanctions as a means of shaping a final deal.

AIPAC would not comment on the call, which was first revealed Dec. 3 in a Zionist Organization of America news release criticizing AIPAC’s approach. But Kohr’s advice comports with a recent rhetorical pivot by Israeli Prime Minister Benjamin Netanyahu, who initially excoriated the interim deal with Iran reached last month in Geneva as a “historic mistake.”

 

 

Earliest Subzero Temps Since ’95 in Chicago; 
More Bitter Cold And Snow Coming

 

Temperatures dipped below zero overnight, the earliest it has been that cold in Chicago in 18 years.

The last time Chicago had subzero temperatures this early in the season was Dec. 9, 1995. Unfortunately for Chicagoans, it won’t be long before the mercury is back below zero.
